- it only accepts events that mention users of this relay.
- and only if they come from people in the extended network (follows + follows of follows) of these users.
- and it doesn't allow hellthreads (events tagging more than 6 people).
- for now it only accepts kinds 1, 1111, 6, 16, 20, 21, 22.

who are the users of this relay? anyone who sets it as their only "read" relay on their kind:10002 relay list and
makes queries for their own #p tag.
